VIC:Vic woman's farm at mercy of coal miners

By Belinda Merhab

MELBOURNE, Aug 15 AAP - As the Australian Greens prepare to introduce legislation giving
farmers the right to deny coal seam gas miners access to their land, a Victorian woman
is waiting to hear whether her land will be at the mercy of miners.

Kate Tubbs and her husband grow wheat and barley and run a harness racing stable on
their 100-hectare property near Bacchus Marsh, west of Melbourne.

Last month, she was told that Western Australian minerals exploration company Mantle
Mining would drill 15 holes in her area, including a 20-by-10-metre hole just outside
her property.

If this hole was rejected by VicRoads, the company would need to cut into her fence
and onto her property.

"We didn't really know anything that was going on until someone found out that an exploration
licence had been granted to put drill-hole sites in our area," Mrs Tubbs told AAP on Monday.

"There were ads in the local paper and one in a city paper but where we live, nobody
gets the local paper delivered.

"I made it quite clear that it wasn't an option.

"(They said) if you refuse to let us on your land the government has made rules that
allow us to come in."

In an ASX announcement on August 11, the company said that "the low-impact drilling
workplan was approved on August 3 and drill rig mobilisation is expected to occur within
the next two weeks".

The company said the project area contained a large exploration target of brown coal
surrounding the nearby Maddingley coal mine.

Mrs Tubbs is now awaiting a decision by VicRoads on whether the project will be allowed
to continue as planned, or whether the company will have to cut into her land.

According to legal advice, she can take the matter to the Victorian Civil and Administrative
Tribunal (VCAT).

"In the end, we all know what happens when things go to VCAT," said Mrs Tubbs.

"They have got us over a barrel because we couldn't afford to go to the Supreme Court.

"If they can't get their way on the VicRoads side, then they will come in and it isn't fair.

"We know that we won't be able to put horses down that end of the farm and it's quite
a peaceful place and to have drilling happening from 7.30 in the morning to 5.30 at night...

it will be a big imposition and it just doesn't seem right that they can do it."

The Greens have flagged legislation that will require miners to obtain the written
permission of landholders before exploring and extracting energy deposits.

But Greens Senator Larissa Waters said her legislation would be limited to coal seam
gas miners only, not to open-cut coal mines on prime agricultural land.

-Poland's justice min calls for EU regulations on e-commerce

INTERNET BUSINESS NEWS-(C)1995-2011 M2 COMMUNICATIONS

3 January 2011 - Poland is set to achieve unification of online trade regulations in the European Union (EU) countries during the Polish presidency in the second half of 2011, Justice Minister Krzysztof Kwiatkowski told reporters on Monday.
Polish residents are being discriminated as they cannot shop from online stores in the UK, France and Germany, Kwiatkowski added, giving an example with an unnamed foreign company which refused to serve customers from Poland with the motive that it "does not trust the legal system in Poland." The minister admitted that the Ministry of Justice received a number of complaints on the issue during the holiday season.

Poland wants to introduce uniform rules on a voluntary basis, that is regulations drawn up by Internet companies and consumers themselves, which will apply to online transactions in all EU countries. Such a solution is expected by tens of thousands of Poles, the minister said.

FED:Don't count on my vote, Katter warns

By Evan Schwarten

CAIRNS, Aug 20 AAP - Maverick MP Bob Katter has warned the coalition not to take the
support of rural independents as a given if Saturday's federal election results in a hung
parliament.

But the north Queenslander says he and fellow independents Robert Oakeshott and Tony
Windsor are no more inclined to throw their support behind Labor.

The three independents could become a powerful force in the next parliament should
both major parties fall short of the 76 seats needed to govern in their own right.

Mr Katter, the MP for Kennedy, said the trio had agreed to meet to discuss which side
to support should that eventuate.

He said they would likely throw their support behind whichever party offered the best
deal for rural and regional Australia.

However, the former National Party MP warned his former colleagues that didn't necessarily
mean them.

"I couldn't care less who is the Prime Minister of Australia - what I do care about
is the survival of the people I represent," he told AAP.

"We have suffered terribly under 12 years of (coalition) government and there has been
very little improvement in the last three years under Labor."

NSW: Sixteen to Newcastle hospital after evacuation

SYDNEY, April 13 AAP - Sixteen people have been taken to a Newcastle hospital after
the detection of a chemical smell led to a six-storey building being evacuated.

Paramedics say the 16 patients had mild respiratory irritation and had been transported
to John Hunter Hospital.

About 250 people were evacuated on Tuesday morning from the building in Argyle Street,
Newcastle, after reports of the chemical smell.

NSW Fire Brigade superintendent Ian Krimmer said the smell was coming from a leak in
the air-conditioning unit.

"We believe we've identified the source of the odour - it's coming from an air conditioning
plant room," he said.

"They're in the process of flushing that unit out and then we'll see if that eliminates
the odour."

Fed: Foxtel launches new web portal

By Katherine Field, National Entertainment Writer

SYDNEY, April 21 AAP - Foxtel boss Kim Williams says the pay TV provider will innovate
more in the next 12 months than ever before as it makes content available on the web.

Foxtel launched a new web portal on Monday, to allow users to watch teasers, get recommendations,
get information, manage accounts and view a 14-day program guide.

It is the first in a series of changes as Foxtel plans to launch its major renovation
in October, with longer content to become available.

Mr Williams said Foxtel was changing rapidly.

"(This) is the first in a sequence of announcements about the direction and innovation
of our product in the course of the next year," Mr Williams said at the launch in Sydney.

"It's a remarkably exciting time for all of us at Foxtel as we'll probably make as
many innovations to the product over the course of the next 12 months as we've made in
the entire history of Foxtel to date."

It's part of a bigger plan to build the provider and its number of channels from 150
to 170 in the later part of the year.

Mr Williams said Foxtel hoped to service existing customers and entice new ones with the website.

"We've got some pretty sexy approaches to the way in which you can find content that
will delight you and access it pretty easily," Mr Williams said.

He would not give exact figures but said hundreds of thousands of customers used the
site, and he expected it to grow.

Executive director of sales and product development Patrick Delany said it was easy to use.

"Foxtel's new site brings TV to the net," he said.

"We've taken a huge amount of video clips and promos and put them online to watch at any time."

Mr Williams and Mr Delany also took the time to hit out at digital video recorder TiVo,
the rival player to Foxtel's IQ device.

"We are well ahead of TiVo," Mr Williams said.

They also said they didn't think much of TiVo's plans to allow people to order pizza
and other services through their televisions.

"They're in the category of the announcement category - it's a nice announcement, as
to the commerce behind it and as to the actual usability of it and the utility of it in
a consumer's home - so close to zero it doesn't count," Mr Williams said.

What Australian newspapers say on Friday, August 31 2007=2

AAP General News (Australia)
08-31-2007
What Australian newspapers say on Friday, August 31 2007=2

The Canberra Times says a report by the Australian Council of Social Service asserting
that Australia is behind many other wealthy industrialised countries in eradicating poverty,
is a reminder that endless talk by politicians about an Aussie fair go for all is not
backed up by policy.

Underpinning the Howard government's laissez-faire ideology is a reluctance to extend
support for the poor, who are regarded as being perfectly capable of extricating themselves
from their predicament, particularly if government provides the right climate for self-help
such as jobs growth and economic prosperity.

"Anyone concerned that about 10 per cent of Australians should be living in poverty
when Australia has never been wealthier, and looking to the government to bring about
greater equality of income and opportunity, should not hold their breath," the paper says.

"On other evidence, such as the numbers of low-income Australians unable to afford
basic dental care and the growth in the number of part-time or casual jobs as opposed
to full-time jobs, the view that economic prosperity is filtering down to all Australians
is revealed as a myth."

Adelaide's The Advertiser says thousands of Australians will be denied a vote in this
year's federal election because of a change to the Electoral Act that gives people one
day to register once the election is called.

The federal Labor Party estimates that 77 per cent of 17-year-olds and 35 per cent
of 18-year-olds are not on the electoral roll.

"Potential first-time voters have shown keen interest in several key issues in this
year's election such as the environment, climate change and Australia's involvement in
the Iraq war," the paper says.

"Cynics would argue that it is not in the interests of the government to encourage
young people to enrol and therefore to vote.

Hobart's The Mercury says as with the Franklin dam debate the decision about the Tamar
Valley pulp mill has been taken out of local hands, but this time the Tasmanian government
is to blame.

The justification for the state's fast-tracking of the assessment has been undermined
as Gunns says it is prepared to wait for a decision from federal Environment Minister
Malcolm Turnbull.

"It exposes all the state government's bluster and insistence on speed as a weakness,
an inability to distance itself from the project and be firm with the company for fear
of losing the mill altogether," the paper says.

"By tearing up the planning rules, [Gunns and the Tasmanian government] have created
suspicion, fear, even hysteria where once there was broad local support for the concept
of a pulp mill, for ... the chance to process Tasmania's timber here rather than overseas."

Darwin's Northern Territory News says the last bastion of "drive-as-you please" in
Australia will be no more as demerit points come into law in the Northern Territory from
tomorrow.

The fear of being fined has not been enough to deter the minority who risk their lives
and the lives of others by speeding and running red lights, the paper says.

"A road safety report shows that some drivers had been fined for speeding nearly 50
times in three years," the paper says.

"Only those who persistently and recklessly break the law need to fear."

Brisbane's The Courier-Mail says Queensland's ambulance system is overstretched and
underfunded, despite the Beattie government's injection of funds through a household levy
of $98 via electricity bills.

Ambulances are under pressure from an increasing population and insufficient staff
numbers, and the problem is compounded when ambulances are obliged to bypass the nearest
emergency department because it, too, is over-taxed.

A 43-year-old woman paramedics took to Logan Hospital died on a stretcher after waiting
hours for a bed, the paper says.

A fire crew was sent to help a man who had suffered a heart attack because ambulances
were busy transporting patients.

"The ambulance system is in need of rescue," the paper says.

Fed: Labor denies it has made $20bn in election promises

Fed: Labor denies it has made $20bn in election promises

CANBERRA, April 17 AAP - The federal Labor Party has denied it has made $20 billion
worth of election promises since Kevin Rudd took on the leadership last December.

Finance Minister Nick Minchin claims the opposition leader has made, on average, $147
million in election promises every day since he became Labor leader.

"We've been keeping a close check in my office on the promises that Mr Rudd's been
making since he became leader just 135 days ago and so far our assessment is that he has
made about $20 billion in promises," Senator Minchin told ABC Radio today.

"(This) is a fairly alarming sign of the extent to which Labor would lose control of
government spending in office and the extent to which Labor is going to try to buy this
election."

But Labor's treasury spokesman Wayne Swan says the finance minister has mixed up his figures.

"I haven't seen the detail of his figures but there is no way in the world that his
claims could be correct at that level," Mr Swan told ABC Radio.

"I don't think the figures have got any sort of credibility whatsoever.

"I mean, this comes from Nick Minchin, who put out a $10 billion water plan without
it even seeing the light of day in the treasury and in the finance department."

Mr Swan said Labor would detail its policies well ahead of the federal election, with
details on how it will fund them.

But he said the opposition is wary the government will keep on spending freely right
up to the polls.

"This government has been out there spending like a drunken sailor and is planning
to engage in another huge spending spree prior to the election - they've got no credibility
whatsoever," MR Swan said.

"What this is is another desperate camouflage on what they're actually doing themselves
which is a plan to actually spend their way through to the next election which will put
upward pressure on inflation and upward pressure on interest rates."

NSW: Factory ruins threaten to fall on fire station

SYDNEY, Dec 15 AAP - The wall of a Sydney furniture factory destroyed by fire is threatening
to collapse on an adjacent fire station, firefighters say.

Four firefighters and one fire truck have been relocated from Lakemba fire station,
in Sydney's south west, to nearby Campsie fire station as investigators consider whether
to demolish the wall.

The fire in the furniture and electrical goods warehouse on Haldon Street, Lakemba,
began just before 11pm (AEDT) yesterday.

About 40 residents from a nearby unit block were evacuated from their homes as more
than 70 firefighters battled for two and a half hours to bring the fire under control.

NSW Fire Brigades Superintendent Jason Blough said investigators would today examine
the cause and origin of the fire, which has now been extinguished.

Engineers would determine whether to demolish the wall, which is about three metres
from the adjacent fire station.

"The outside wall of the factory is threatening to fall on to the fire station," he said.

"They will be looking when and how or if they are going to demolish the wall.

"At the moment it's been deemed to be safest to leave it where it is at the moment."

At one stage during the fire, crews concentrated for half an hour on keeping the flames
away from the fire station next door.

The factory roof collapsed onto the fire which was still smouldering early today.

Parts of Haldon Street remain blocked to traffic.

Vic: Housing market shrugs off interest rate rise

By Catherine Best

MELBOURNE, Aug 6 AAP - Rising interest rates have failed to stifle Melbourne's booming
property market.

New home buyers continued to fork out top dollars at auctions this weekend, with some
properties fetching almost $50,000 above the reserve.

This was despite the Reserve Bank lifting official interest rates by a quarter of a
per cent last week - adding $35 to the average monthly mortgage.

The Real Estate Institute of Victoria (REIV) reported a static clearance rate of 72
per cent, with most of the 379 houses going under the hammer this weekend, selling.

But with a further rate rise forecast, industry experts are warning the bubble could burst.

The lower end of the market is expected to be hit worst and some agents are already
reporting a spike in the number of cash-strapped home buyers forced to sell.

The REIV expects the rate rise to start to bite within six weeks, causing a drop in the market.

But the real damage will be felt if a third hike occurs - forecast by the end of the
year, REIV president Geoff Dobson said.

"Another quarter of a per cent, that on top of fuel prices the way they are, and the
add-on cost of fuel ... it's going to start to have an effect on people's ability to manage
the higher repayments," Mr Dobson told AAP.

He cautioned the Reserve Bank against another rate hike, saying the extra financial
burden would force some highly-geared home buyers to downsize or rent.

However, the impact of last week's rise had yet to register, he said.

"The market is still solid and that is not surprising me, I think you've probably got
to assess it almost suburb by suburb in Melbourne. Some suburbs are seeing better clearance
rates than others."

Stockdale and Leggo's Epping agent Nick Petrovski said the number of people selling
because they could no longer afford their mortgages had risen by five per cent this month.

"Several people in homes under two years old have called me wanting to downsize because
they have overextended themselves," he told the Sunday Herald Sun.

Other industry sources say the fact that houses are listed for sale for longer periods
of time is evidence the market is already slowing. If buyers were hit with a third rate
rise this year the impact on the household budget would be a "big concern".

In the three months to July, Melbourne was the only capital city to record a fall in
house prices - down 0.8 per cent - according to data from Australian Property Monitors.

Motor: Champion stands tall as the challengers fall

By Todd Balym

MELBOURNE, April 2 AAP - Renault's world champion Fernando Alonso emerged from a field
of broken dreams at Albert Park today to claim his first Australian Grand Prix and take
a firm grip on his second world title.

The Spaniard dominated the 57-lap incident filled race as Australia's Mark Webber and
Britain's Jenson Button both failed to finish after being on the verge of breakthrough
performances.

A crowd of 103,000 spectators, the smallest in three years but reasonable in the wake
of the Commonwealth Games and competing with the AFL season kick off, were filled with
premature hope Webber could snare a home victory after taking the lead on lap 21.

But two laps later Webber's temperamental Williams crawled to a halt with a gearbox
problem ending his "straight forward" podium opportunity and sinking the dreams of an
Australian champion.

Pole sitter Button's race ended with a fireball billowing from the tail of his Honda
after his engine exploded going onto the home straight and he skidded to a halt just 50m
from the finish line.

The Briton started the day with a burning ambition to win his first Grand Prix in 103
starts, but those hopes were put on ice with cold tyres sliding him back through the pack
and out of contention.

Former world champion Michael Schumacher smashed heavily into the cement wall along
the main straight in one of several memorable crashes as former world champion Ferrari
endured its worst ever Australian visit.

Despite the constant drama unfolding around him Alonso remained composed to pilot his
Renault home for his second win of the year ahead of Finland's Kimi Raikkonen (McLaren)
and German Ralf Schumacher (Toyota).

The 24-year-old leads the F1 championship on 28 points, double his teammate Giancarlo
Fisichella who sits second.
